N$4.9 million fraud accused walk free

Former Namibian Sports Commission (NSC) Acting Chief Administrator, Walter Haseb (46), and Ivonne Nande (35), a former development officer at the commission, who are accused of misappropriating N$4.9 million from their employer have seen their case provisionally withdrawn from the court roll pending the Prosecutor-General’s decision.
The state is expected to re-summon the two accused once investigations are eventually finalised and the decision becomes available.
Last week, Haseb and Nande were each refunded their N$40,000 bail money by Magistrate Vanessa Stanley, pending Prosecutor-General Martha Imalwa’s decision.
Prosecutor Marcus Angula informed the magistrate that the PG’s decision has not yet been made because of a number of outstanding issues.
Haseb, who was also employed as the head of finance and administration at NSC, and his co-accused Nande, were arrested in July 2017 by the Anti-Corruption Commission (ACC) for allegedly stealing N$4,965,542 from the commission's funds. The duo is being charged with a count of corruptly using an office for gratification and an alternative charge of theft, charges the two have denied.
The charges emanate from 30 cheques that were issued for the benefit of different sports associations.
According to an internal auditor from the Ministry of Education, Arts and Culture, who testified in court, the cheques were written to benefit different sports associations, but they never reached their intended recipients.
Haseb has been working at the commission since 2007, holding various positions, including acting Chief Administrator on several occasions before he resigned in 2016.
Nande, who resigned from the NSC on 18 July last year, had been employed there since 2004.
