Ministry of finance accountant arrested for defrauding PSEMAS

The Directorate of Investigations within the Anti-Corruption Commission has arrested Ministry of Finance Chief Accountant, Mr Jacque Etienne Coetzee and Ms Rosa Sindy Beukes, who is employed at Business Partners International Namibia.
The two were arrested on Tuesday and appeared in court on Wednesday after allegations surfaced that Coetzee provided Beukes with a PSEMAS card and registered her on the PSEMAS system as a government employee when she was not.
Ms Beukes allegedly used the PSEMAS card at various doctors, hospitals and pharmacies between 2015 and 2017 defrauding the State-sponsored medical maid fund of N$138,000.
The two were arrested on charges of contravening section 43(1) of the Anti-Corruption Act, Act No. 8 of 2003 (for corruptly using public office or position to obtain a gratification), and contravening section 35(3) (utilizing documents that contain falsifications in order to mislead).
The accused appeared in the Windhoek Magistrates’ Court where their case was remanded to 7 December to allow for further investigation.
They were granted bail of N$10,000 each.
